According to recent statistics, Liaoning had a working population of 19.6 million people, of whom 9.6 million were state employees. The average wage reached RMB 5,591 per annum and per capita consumption was RMB 3,468. Per capita floor space was 20.7 square meters for rural residents and 8.0 for urban residents. The savings deposits of urban and rural residents in Liaoning totaled RMB 272 billion, with the per capita amount being RMB 6,690. In addition, there were 43.9 hospital beds and 24.4 doctors and nurses for every 10,000 people.

515,000 workers in Liaoning, equivalent to nearly half the population of a medium sized Chinese city, were laid off by state-owned enterprises in 2001. Liaoning's social security expenditure totaled 21.47 billion yuan (US$2.6 million). By the end of last year, over 9 million employees in Liaoning Province had joined the social pension scheme, almost half the total urban population.

Unemployment insurance already covers over 6 million people . Last year's 515,000 laid off workers received 3.23 billion yuan (US$390 million) from the provincial government and local businesses.

All 14 cities in Liaoning and over a half of its counties provide medical insurance to their citizens, about 3.5 million employees. At present, 1.06 million urbanites who were classified as below the poverty level now enjoy a monthly basic living allowance to maintain a minimum standard of living.
