The accident, involving two buses, a coach and nine other taxis and private cars, occurred at dusk at the Waterloo Road junction in Kowloon, Hong Kong, an officer said.

An initial investigation into the accident showed that a bus carrying 50 tourists ran out of control and crashed into other vehicles, the officer said.

Breath tests showed no drivers were drink-driving at the time.
