HARBIN - Seventeen Russian passengers were injured Friday morning after their tour bus grazed two dump trucks and overturned in Heilongjiang Province, said local authorities.

The accident happened around 5 am on National Highway 202 in the city of Wudalianchi, said Wang Wei, head of the city's traffic police authority.

Seventeen of the 28 passengers aboard the bus were injured, but their injuries were not life-threatening, Wang said.

Twenty-six of the tourists plan to return to Russia on Saturday, municipal police said.

An initial investigation showed that the morning's rainfall may have reduced visibility on the road, which may have caused the driver to be unaware of the two dump trucks, municipal police said.

Further investigation is under way.
