China to institute multi-tiered social security system

0BEIJING - Hu Jintao said on Thursday that China will build a social security system covering both the urban and rural population.
China should institute a complete, multi-tiered and sustainable system for providing basic social security for both the urban and rural population, Hu said in a keynote report to the 18th National Congress of the Communist Party of China (CPC).
