BEIJING - Delegations to the 18th National Congress of the Communist Party of China (CPC) began to deliberate on a proposed name-list of nominees for the candidates of members and alternate members of the 18th CPC Central Committee, and members of the Central Commission for Discipline Inspection Sunday.
The proposed name-list was submitted to the 38 delegations for consideration by the presidium of the 18th CPC National Congress.
Xi Jinping, secretary-general of the congress, briefed the presidium on the proposed name-list on Saturday at the second meeting of the presidium, at which the presidium decided to submit the proposed name-list to the delegations.
Hu Jintao said in his report at the opening of the congress that the CPC should appoint officials on their merits without regard to their origins, select officials on the basis of both their moral integrity and their professional competence with priority given to the former, and promote officials who are outstanding in performance and enjoy popular support.
"We should improve the system of intra-Party election, and standards governing multi-candidate nomination and election, and create procedures and a climate that fully embody the will of voters," he said in the report.
The delegations on Sunday also discussed the draft resolutions on the report of the 17th CPC Central Committee, the work report of the Central Commission for Discipline Inspection, and the amendment to the Constitution of the CPC.
