Excerpt from China Newsweek's Editorial:
China's top leaders have sent signals at different occasions before the Third Plenary Session of the 18th Communist Party of China (CPC) Central Committee that China will launch an unprecedented overall reform. The current leaders are well-educated and have accumulated experience from previous reforms, so they appear to be confident and calm. The decisive force to effectively expand reform lies in the contribution of people who will benefit from the reform. To make the overall reform successful, it requires both a top-down push and wide participation of down-top elements, including the middle class.
