Before the 18th National Congress of the CPC, there were three problems in Party governance: We tended to say more, but do less; to be strict on the grassroots but loose on leaders; to be severe in criticism but relaxed in mechanism. Since 2012, such problems have been alleviated to a large extent. But we still need to deepen the all-around reform, particularly in the political sector, to achieve the goal of governing the Party by rules.
President Xi Jinping has noted that we must rely on rules to manage the Party. Only in this way can the political landscape be rebuilt and supervision truly be put into place.
