Li Zhaoxing
Li was once Chinese ambassador to the United States and China's top diplomat before serving as NPC spokesperson between 2009 and 2012.
The 75-year-old was known for often citing China's constitution when answering reporters' questions. In his first NPC news conference in 2009, for example, Li quoted the constitution thrice.
