I think it is every citizen's responsibility to participate in public service activities. Kindness is not measured by how influential the things you've done, it is valued for the idea of kindness itself. We might donate some of our money to those who are really in need of it, to buy them a lunch or a coat, a book to read, or some money they needed for a surgery. An act of kindness could be done in many ways.

I do believe kind act should be praised and rewarded. Just like the saying goes, "A drop of water in need, should be returned with a spring in deed". Promoting kindness could influence more people to participate in it, and the world would be filled with kindness and love, which makes it a better place. Be kind and act kindly is a great reward in and of itself.

Doing kind things is quite important for everyone. One could influence a family; a family could influence a dozen; a dozen could influence a group and thus create a kind environment. Living in such an environment, one would feel safe and happy.

As to the ways of doing kind things, there's no universal standard. It depends on what the acts are. If it is some daily things, we might do it in a humble way, and we should not expect a reward. But if it is some public benefit activity, then maybe it's better to promote it publicly to influence more people.
