According to the leading penal of the overall reform in Chenzhou city, Hunan province, the city’s pilot reform program and measures for combined issue of business certificate, organization code certificate and tax registration certificate have been officially approved. The joint issue of the three certificates will come true at the end of 2014.

By then, the integrated certificate will function legally as business certificate, organization code certificate and tax registration certificate. Applicants can also choose to obtain an organization code certificate or tax registration certificate additionally.

The innovation of combined certificate registration serves as an essential part of Chenzhou's business registration reform in which 183 special approvals of commercial registration have been cut to 76 so far, thereby saving an average work time of nine days and lifting the efficiency of administrative approval by more than 70 percent.

From January to September in 2014, there were 25,886 market entities registered in Chenzhou, a year-on-year growth of 10.23 percent. Among the newly registered entities, 5,036 were corporate ones, up by 108.96 percent compared with the same period last year.
