"A World Without Thieves" is Feng Xiaogang 's sixth commercial film. It was shot in Xiahe County of Gansu Province. The film told a story about a young migrant worker who is convinced that he lives in a world without thieves.

Why did Feng choose there to shoot the film about human nature in Xiahe County? Perhaps it was the beautiful landscapes there, or the Labuleng Monastery was emblematic to the film's meaning.

Xiahe County has been reputed as a "Second Tibet " and " East Vatican" with its affluent travel resources. Historically, it was the center of Tibetan politics, economy, culture and religious activities for the Tibetan areas in Gansu, Qinghai and Sichuan as well as a trade town along the famed Silk Road.

Beautiful grasslands, religious culture, and Tibetan Buddhist folk customs are unique to the area. After the Labrang Monastery was opened to the public in 1980, Xiahe County was soon approved by the State Council as an open county for travelers in 1985 and the travel infrastructure and environment improved greatly, especially in recent years. At present, there are 36 hotels and resorts to receive travelers. Comprehensive development of the six major components of tourism; transportation, sightseeing, accommodations, food, shopping and entertainment are constantly improving.
