Chengdu's Wenjiang district implemented a new talent policy on July 20, which allows college graduates under 45 to gain a residency permit, or hukou, in the district.
Those without a bachelor's degree may also attain a permanent residency permit if they have worked in Chengdu for two years and have been authorized by the Chengdu government, according to Mr Su, an official from Wenjiang public security bureau.
Yuan Jihong, a 25-year-old post-graduate from Nanjing University, managed to acquire a hukou in Wenjiang with her graduation certificate on July 20.
"My parents and I have a good impression of Wenjiang, so we want to stay here. The procedure only took 20 minutes," Yuan said.
Some 35 talents received residency permits in Wenjiang on July 20, including a PhD graduate from Xiamen University and seven post-graduates like Yuan.
Policies for foreign talent have also been included in the new policy.
