Basic Framework of China’s Global Agricultural Strategy

2013-07-25

Cheng Guoqiang, Information Center

Research Report No 135, 2013

Abstract:

The implementation of a global agricultural strategy is aimed at establishing a national grain security safeguard mechanism with a global perspective, and setting up a sustainable, stable and safe global supply network of agricultural products.

The strategy covers the following areas. First, implement the import diversification strategy to diversify import channels, regions and varieties of agricultural products. Second, carry out an overseas agricultural investment strategy, focusing on agricultural products in short supply in the country. Set up a global production, marketing, processing and transportation system and encourage competent domestic enterprises to invest in agricultural development and agricultural processing abroad in order to establish a sustainable, stable and safe network for imported agricultural products. Third, implement a new international strategy of agricultural cooperation.

More support should be given to developing countries in improving their overall agricultural production capacity and to establish a fair and reasonable global market order. Efforts should be made to maintain grain safety through economic and technological aid and commercial investment on the basis of mutual benefit and win-win cooperation. At the same time, it is necessary to establish a stable strategic business partnership and global commodity exchange center to support the strategies.
