Abstract:
This report is based on the understanding of the strategic significance of China's urbanization and the knowledge of the relationships between urbanization and industrialization, urbanization and sustainable economic development, urbanization and agricultural industrialization, and urbanization and the construction of a new socialist countryside.
The report proposes three historic missions that must be accomplished to realize the urbanization strategy: help migrant workers acquire citizenship, construct urban infrastructure and develop urban layout. It expounds on the roads and paths for China to realize urbanization as follows. First, all local conditions should be taken into consideration. Second, make achievements gradually step-by-step. Third, late-mover advantage will be brought into full play. Fourth, the process will be accompanied by institutional reforms. The report also discusses the principles that should be followed in making plans for urbanization, as well as the two parts and specific indicators in the urbanization plan.
