Abstract:
It is an analysis based on field survey at the township level in terms of its administrative structure. Four areas are covered in the township government: the leading bodies, the offices and agencies, the staff, and the expanding mechannism. The government at this level is big from its external view, and is complex in its internal structure. The course of reform at this level over the last 20 years is basically a trace of expansion; the target of a simplified and more efficient government is not achieved. Due to the function of multiple factors, the administrative organizations at this level are still in transition, many of the staff is under anxiety. The direction of future reform is yet to be cleared.
