Merge of networks and supervision system on broadcasting and television

Abstract:

The broadcast and television network shares with the telecommunication networks many technical and economic characters. The telecommunication system rests more on economic management whereas the broadcasting and TV system focus more on industrial and social-political supervision. Traditionally the supervision and management of these two industries have been separated and are vertically arranged. Merging of the two networks has changed the broadcasting and TV industry, as a result traditional way of supervision is losing grounds, and new problems have emerged. A recommendation is made in the following way: by following the merging trend of these two industries, the supervision on broadcasting and TV should be reformed and a unified supervision framework should be constructed; the supervision on content should also be reformed so as to reach the dual-objective in profit and social function.
