Abstract:　

Among the financing aid programs for small enterprises by the US federal and local governments, the Small Enterprise Investment Company Program of the Federal government and Massachusetts Technology Development Program are the most typical. The two programs are very different from each other in terms of source of funding, forms of property, operation and management mechanisms. But both of them have a well-established regulatory and management system with a view to the accomplishment of the government funding objective, maintaining fund safety and ensuring the effectiveness of the government funds operation.
