Voluntary agreement for pushing forward energy saving and environment protection

Abstract:

The international experiences have proved that voluntary agreements are effective policy tools for driving forward the work of energy saving for energy consumption trades. There is a big gap between China's energy resources efficiency and the advanced international levels and therefore there is much potential for energy saving to be tapped here in China. China has introduced some market mechanism in terms of energy saving management such as the energy saving service company, the comprehensive planning for resources and demand management as well as the voluntary agreements. Voluntary agreements are not only beneficial for enhancing the efficiency of energy resources and the competitive edge of enterprises, but also link up government with enterprises and mobilize the enthusiasm of both sides. Therefore, China should formulate and implement favorable policies and apart from making public the names of those enterprises that participate in voluntary agreements, the government should also provide some favorable conditions for enterprises in terms of discount interest and tax payment so as to encourage the enterprises to carry on energy saving work.
