"Three Stricts and Three Steadies":The Fundamental Guarantee for Building High-end Think Tanks

A meeting on the study of "Three Stricts and Three Steadies" was held in Beijing on the afternoon of May 22. The meeting was presided by Zhang Junkuo, Vice President (Vice Minister) of the Development Research Center of the State Council (DRC). Attending the meeting were Liu Shijin, Zhang Laiming and Long Guoqiang, Vice Presidents of DRC and Yu Bin, member of DRC's Leading Party Members' Group. Li Wei, research fellow, President and Deputy Secretary of the Leading Party Members' Group of DRC made a report at the meeting. He explained the profound connotations and core spirit of "Three Stricts and Three Steadies", a principle put forward by General Secretary Xi Jinping. In light of the work of DRC and based on his understanding, he illustrated the significance of conducting the study on "Three Stricts and Three Steadies" in four aspects. First, the study should be based on one's own awareness and initiative; second, key points should be grasped; third, focus should be laid on practical effects; fourth, leading officials' responsibilities should be clear. Li Wei also emphasized that the principle of "Three Stricts and Three Steadies" is the fundamental guarantee for building high-end think tanks and that this principle should be implemented throughout the process of policy research, management and service, and personnel training. Li Wei also made arrangements for future study. Zhang Junkuo made a summary of the meeting.
