China’s Cultural System and Mechanism Reform during the 13th Five-Year Plan Period: Problems and Policy Options(No.131, 2017)

Abstract: The 13th Five-Year Plan covers an important period for China to build an all-round moderately prosperous society, boost the cultural development and build the nation into a power with strong socialist culture. The supply-side culture transformation, the enhancement of cultural soft power and the building of a moderately prosperous society at large have raised new requirements for the reform of cultural system and mechanism during the 13th Five-Year Plan period. In order to respond to the new requirements for cultural development in the new era, we need to resolve the deep-seated problems. For instance, we need to flesh out the managerial structures of cultural sectors, improve the state-owned cultural asset management mechanism and make the mechanism of administrative cultural resource allocation become more flexible. In order to realize the goals of China’s cultural system reform and development during the 13th Five-Year Plan period, we need to focus on the supply-side reform of cultural sector, clarify the responsibilities, rights and interests of cultural management sectors and properly handle the relations between state-owned and non-state-owned cultural enterprises. We need to build a mechanism to coordinate the cultural development in different regions, improve the coordinated development of diverse cultures and cultivate a more favorable environment for the reform of cultural system and mechanism.
