Rural Revitalization Strategy: Challenges and Policy Options (No.146, 2018)

Abstract: The implementation of the rural revitalization strategy is of great significance in the new era. It is not only the strategic requirement of the new era proposed in the Keynote Report to the CPC’s 19thNational Congress, but also the inevitable demand to solve the problems of unbalance, inadequacy, and contradiction and to make up for the shortcomings of regional and social development. To realize the rural revitalization, some deep-seated issues and contradictions concerning the urban-rural integrated development, such as the urban-rural gap, migration, citizenship, and the reform of “three rural lands”(farmland, collective-owned construction land and homestead), need to be studied carefully and addressed properly. To achieve the strategic goal of rural revitalization as scheduled, we must do the following things: to have a deep understanding of the new requirements of the rural revitalization strategy, to find practical pathways and to design high-quality development measures; to foster work teams for the development of farmers, rural areas, and agriculture through promoting the active interaction between urban and rural areas, to address difficult problems in the advance of rural modernization by speeding up the transformation of production mode; to modernize rural governance according to the principles of self-governance, the rule of law and moral codes. All these measures will make greater contribution to the building of a moderately prosperous society in an all-around way and to the construction of a strong modern nation.
