Building a Beautiful Rural Governance Mode to Realize the Green Revitalization of Rural Areas
——Based on the Experience of Xianju National Park in Zhejiang Province (No.156, 2018)

Abstract: The report of the 19th CPC National Congress put forward “the strategy of implementing rural revitalization”, which raised new goals, tasks and roadmaps for the work of agriculture, rural areas and farmers and the construction of a Beautiful China in the new era. In order to take the lead in realizing the rural green revitalization in the natural protection areas with national parks as the major project, we need to address the following issues. First, we need to form a green governance model so that everyone could participate in the protection project and share the protection results. Second, we need to form a technical roadmap based on ecological industry or industrial ecology to promote the protection project. In light of the general requirements of “prosperous industry, livable ecology, civilized rural style, effective governance and well-off life”, Zhejiang Xianju National Park took the pilot project of national park system as a leading example to drive the transformation of the mode of community participation in protection and co-promotion of development, and constructed the “Three Green” governance mechanism symbolized by green convention, green assets list and green currency. This governance mechanism, together with the National Park product brand value-added system, has initially realized the value transformation of ecological products, enabling other national parts to draw on the experience of the green rural rejuvenation from Zhejiang province.
