Strive to Build “Grid Governance 3.0” with High Quality: Putian City’s Experience in Grid Social Governance (Special Issue, No.91, 2019)

Abstract: Grid governance is featured by the advantages of basic-level embedment, intelligent response and comprehensive organization. As a result, it plays an obvious role in improving the level of local public security and reducing the risks of mass disturbances and traffic accidents. In the past 15 years, grid governance has gradually developed from functional framework (Phase 1.0) and expansion (Phase 2.0) to system integration and intelligent organization (Phase 3.0). Putian city in Fujian province has made a series of important innovations in grid governance at the grassroots level by consolidating the grid foundation, building a smart grid platform, reinforcing the synergetic public security system, and expanding grid service functions. Through these efforts, it has formed a high-quality Putian sample for “grid governance 3.0”. Its experience can be narrowed down to the following aspects. By catering to the people’s needs, Putian municipal government has targeted its efforts at the integrated and perfected governance, the transparent governance based on rules, the diversified governance with an open access to the people, and the governance system ready for reform. Putian’s development has successfully evolved from an embedded mode to an integrated one in multiple governance, from access to integration in grid data, from ex-post regulation to ex-ante regulation in handling relevant cases, and from segmentation to coordination in governance power.
