Abstract: Since the implementation of grassroots training program for college graduates over the past ten years, notable achievement has been made in general, while in the meantime, relevant problems are also coming to the surface. In light of talent training and development, college graduates serving at grassroots level are mainly faced with problems including finding their career paths and getting due remunerations. The phenomenon not only exposes the mismatch between the pursuits of college graduates entering the program and the policy regulations, but also reveals the underlying institutional factors. The poor connection between talent training and its outlets has rendered the grassroots training program for college graduates an isolated and ineffective policy, which in turn has caused the anxiety of college graduates about their outlets; and their concerns on remunerations and identity recognition has reflected the institutional blank in the professionalization of community working staff. Hence, this paper suggests that work be done to promote refined management and professional development so as to further enhance the grassroots training program for college graduates. In the short term, it is necessary to keep the employing policy to encourage the full devotion of college graduates to grassroots work and in the meantime, retain talents for the grassroots organization; in the long run, efforts are needed to formulate policies and take necessary measures to improve the professional development of grassroots community workers and foster a sound institutional environment for college graduates serving at grassroots level.
