Abstract: Residential communities are the most fundamental social bodies, and community-level governance rests on relevant property management. Over the past few years of development, the function-based public services of community property management in China have become diversified. More and more people have reached the consensus that property management needs to be incorporated into urban community-level governance, and some localities have accumulated considerable experience through pilot practice. However, these trial practices still remain in an initially exploratory stage, relevant laws and regulations are incomplete, the positioning of community property management in community-level social governance is unclear, and the multi-center coordination governance mechanism is inappropriate. To address these problems, it is necessary to enhance the Party’s leading role in community property management, improve the industrial legislative system for property management, establish longstanding guarantee mechanisms for the integration between property management and community-level governance, and strengthen the specialization and intelligence-based infrastructure construction for community property management, in a bid to better incorporate property management into community-level governance and enhance urban grassroots governance capability.
