Promote the High-Quality Development of China’s Public Cultural Services: Policy Options (No.168, 2021)

Abstract: Since the 18th CPC national Congress China has witnessed in-depth development and construction of modern public cultural service system in the following aspects. First, the institutional framework with multiple pillars has been basically established. Second, notable advancement has been achieved in the effectiveness and capacity of urban and rural public services. Third, the digitization of public cultural services has been continuously enhanced. Fourth, a set of effective piloting experiments has been explored and tried in many places. Fifth, the fiscal guarantee for public cultural service has been continuously strengthened. However, some problems relating to the construction of public cultural service system are yet to be solved. In light of service effectiveness, the grass-root level public cultural service capacity remains to be strengthened; with regard to the service entities, the participation of social forces needs to be enhanced and broadened; concerning the service quality, the local public cultural service standards remain to be fleshed out; as for the means and channels, the digitization of public cultural services calls for further promotion. To this end, this paper offers the following policy options. First, efforts are needed to accelerate the quality and efficiency improvement of grass-root level public cultural services. Second, an open, diversified and dynamic public cultural service system needs to be fostered. Third, the public cultural service standard system needs to be advanced, and the quality of digital construction and service in public culture should be raised.
