Policy Options on Optimizing the Collocation of Faculty Team for Basic Education in Areas with Net Population Inflow (No.236, 2021)

Abstract: It is noted in the report made at the 19th CPC National Congress that priority should be given to developing education and efforts will be made to ensure that each child has fair access to good education. With the rapid development of urbanization, the number of areas with net population inflow in China has gradually increased, and these areas are generally facing the shortage of faculty team in basic education. To solve this problem, many areas have adopted various methods to make balanced collocation of teachers for basic education such as teachers hired on non-staff contracts, government purchasing services, and increasing the number of private schools. However, there are still prominent problems including large shortage of staffing positions, limited management rights and responsibilities for local education departments, and the hiring of a large number of substitute teachers for certain subjects, the lack of system design to deal with new problems, and the uneven quality of teachers in private schools. In this regard, we need to further reform the system and mechanism for basic education teacher supply, management and service, improve the mechanism of sharing rights and responsibilities of basic education management at all levels of government, encourage non-governmental entities to lend a hand in balancing the collocation and training of teachers, set up and improve the special system of ensuring access to education for children living with their migrant worker parents in cities, and increase support for teachers in private schools so as to solve the problem of the shortage of basic education teachers in areas with net population inflow as soon as possible.
