Fujian has new plan to work through labor shortage

Fujian province will promote a new mechanism for labor usage to deal with the potential labor shortage at some enterprises, said the provincial Human Resources and Social Security Bureau on April 14.

The Seasonal Adjustment of Labor Power Use aims to achieve optimal allocation of human resources across the province. It now has three modes that have already proved effective in the cities of Jinjiang, Sanming and Nanping, said Wang Jianming, an inspector from the bureau.

Many enterprises in Jinjiang signed employee leasing pacts. Under the agreement, workers are eligible to be lent out from a company with sufficient manpower at one time. Salaries and insurance for employees are covered by the borrower, who must promise not to poach workers.

In Sanming, Sanyuan community was set up to act as an intermediary agency. Companies that have a labor shortage can apply for labor forces from other companies through a mutual-aid program launched by the community.

In Nanping, enterprises and villages are bound by a cooperation mode where the villages will help companies in need of manpower during the slack farming season.

Fujian province will pilot the three methods in all of its prefecture-level cities. And the provincial Human Resources and Social Security Bureau are applying for financial support for the project, Wang said.
