Registration of permanent residency, or hukou, in most parts of Fujian province will become smoother in the future, thanks to a recent urbanization plan issued by the provincial government.
All regions in Fujian, except downtown Fuzhou, Xiamen and the Pingtan Comprehensive Pilot Zone, will allow anyone who has a stable place to live locally with a valid labor contract to obtain a hukou. His parents, spouses and underage children will also be granted local hukous if they wish, according to the Fujian New Urbanization Plan for 2014-2020.
There will be 27 million permanent urban residents in Fujian by 2020, pushing the rate of permanent urban population to 67 percent.
Rural migrants who live longer in cities have better employability, and fit in with the needs of urban industrial transformation and upgrading, and so they will be given priority in the issuance of urban hukous.
As for those seeking urban hukous in Fuzhou, Xiamen and Pingtan, authorities in the three places will make thresholds in periods of employment and residence as well as insurance, based on different carrying capabilities and potentials.
Fujian province will also come up with a series of supporting polices concerning education, healthcare, housing, land, social security, government finance and the ecological environment to guide and boost the new urbanization, according to the plan.
