To better regulate the toilet management, local government rolled out a guideline in Sept, last year, which specified the public toilet maintenance standards, which include no litters and no cigarette ends.
A "toilet chief" system, similar to the "river chief" policy, has been promoted in the city, which sees officials at each level of government appointed to oversee the toilet management in their area.
In a bid to form a long-term effective mechanism as well as better service experiences, the city is now planning to hire more professional cleaning companies to be responsible for the toilet maintenance.
