Preferential policies for collaboration in education, culture and medical sectors

9. Pingtan encourages higher learning institutions from Taiwan and the Chinese mainland to join efforts in founding Pingtan University, secondary and higher-education schools, and vocational and technical schools in the pilot zone. Taiwan residents are encouraged to invest independently in kindergarten and preschool education.

The pilot zone will give priority to the planning and approval of school construction land, school facilities construction and auxiliary education infrastructure.

10. Pingtan encourages Taiwan culture and creativity enterprises to establish culture and creativity industrial parks or towns in the pilot zone, and to seek cooperation in animation production.

The pilot zone will set up a special fund for developing the cultural industry and provide allowances, interest subsidies or rewards for projects related to leading Taiwan-invested cultural enterprises and cultural industrial parks.

11. The pilot zone welcomes Taiwan medical and health rehabilitation institutions to solely invest in medical institutions and health care facilities of all sorts and to set up for-profit or non-profit hospitals in the county. The pilot zone will give support in terms of approval of medical land planning and supporting infrastructure.

Entry-exit policies

12. Pingtan will set up a port certification authority to issue the Mainland Travel Permit for Taiwan Residents and endorsements upon arrival for Taiwan residents.

13. The pilot zone may issue three-month temporary plates and licenses for eligible Taiwan motor vehicles and drivers in the pilot zone.

14. Taiwan residents entering the pilot zone may apply for a five-year Mainland Travel Permit for Taiwan Residents from the county entry and exit authorities. Those who need to enter and exit the mainland multiple times may apply for multiple-entry endorsement to the mainland. Those who will stay for a long time to invest, start a business, live and work in the pilot zone may apply for a 2-5 year residence endorsement, allowing long-term residency and multiple entries and exits.

Preferential policies that grant citizenship treatment to Taiwan residents

15. Children of Taiwan residents studying in the pilot zone (including schools for children of Taiwan business people) will enjoy free preschool, compulsory and high school education.

16. Taiwan residents with labor relationships with enterprises in the pilot zone shall join employee fundamental endowment insurance and medical insurance plans. Taiwan residents, who live over one year in Pingtan but have no labor relationship with enterprises in the pilot zone, may join social endowment insurance and medical insurance plans for urban residents equal to local mainland residents.

17. Taiwan residents who have five-year residence endorsements and have worked for over three years in Pingtan, without self-owned houses or policy-related housing for themselves and their family members, may apply to buy commercial housing at a ceiling price.

Others

18. Newly-housed Taiwan-invested enterprises and Taiwan residents working and living in the pilot zone will enjoy the aforementioned preferential policies and measures and other preferential policies and measures issued by the central government and Fujian province.

19. The administration committee of the Pingtan Comprehensive Pilot Zone will separately formulate specific articles for implementation and supplementary terms and conditions.
