Xia Deren, the Party Secretary of CPC Dalian Municipal Committee, delivered a speech on June 21 at the eighth China International Software & Information Service Fair.
He promised to carry out a series of new measures to encourage enterprises to acquire and merge software enterprises, taking into their R&D group, core technologies and market shares so as to improve creativity.
“We’re aiming to cultivate a batch of international organizations with international competitive abilities,” said Xia.
In the past ten years, with the economic globalization and the move of the international software industry into China, the software industry in Dalian has been developing rapidly, especially where software export and service outsourcings are concerned.
According to a report on GDI released by IDC in 2008, Dalian tops China’s cities and ranks fifth in the world in the aspect of the service outsourcing capability.
The economic crisis in 2008 has brought great changes to the world economy. In order to cut costs, more and more international organizations moved their outsourcing business to other developing countries, among which China tops the list. The software market in China has expanded rapidly ever since and has become the most potential IT and software service outsourcing market.
With subsidies received from the Dalian government, several local enterprises in Dalian has acquired and merged a batch of software enterprises with foreign countries.
