Unfair income distribution not only creates a wealth gap, but also intensifies social conflicts. Income distribution reform demonstrates the government's determination to build a harmonious and just society. But drafting the reform rules is not the government's privilege but a process of social participation, says an article in Beijing Times. Excerpts:
The Guidelines and Implementation Rules for Strengthening Income Distribution Adjustment haven't evolved into a concrete action plan even after six symposiums since 2004. The public doesn't have the right to participate, know or voice its opinion on the drawing up of important reform rules. This seriously harms the efficiency and credibility of the income distribution reform.
Income distribution reform involves many interest groups of governments of all levels, monopoly enterprises and different social strata. But people's participation in discussions is necessary to overcome systematic difficulties. Only when the interests of various social groups are well balanced in the legislation process, can the problems of the existing income distribution system be solved and healthy economic development achieved. The authorities should not only pay attention to experts' suggestion, but also solicit public opinion on drafts. Public supervision and participation can ensure fairness in all legislations that concern its interests.
