If the goal is to excel in "English tests" which ]focuses too much on "grammar" and "translation", how can one expect fluent conversational English from pupils and teachers?
Change the structure of the test to measure the ability of using English as the lingua franca in the most natural manner and you will start seeing the difference both in teachers and pupils.
