Building world-class universities in China

The term "world-class" means ELITISM in the context of higher education. Just look at how they measure themselves: how much their professors get paid, how many dollars their endowments have, how much research papers get published, how much money their students earn after they graduate, etc. My idea of a People's University is for a center of higher education which promotes lifelong learning and community education for the MORAL, SPIRITUAL, CULTURAL and SOCIAL needs of the people, regardless of age, sex, marital status, occupation, socio-economic status, ethnicity, religion, etc.
