According to a new regulation released on Tuesday, couples no longer need to apply for official approval before having a first or second child.

The new birth registration service system is regarded as a significant change in China's family planning policy after the abolition of the one-child policy that had lasted for more than three decades in China.

The government started limiting most couples to only one child due to the surging population in the late 1970s. But the policy has been gradually relaxed in recent years due to the shortage of labor and the aging of society.

In 2013, China allowed couples to have a second child if either parent was an only child. And since Friday, all Chinese couples are now allowed to have two children.

The new birth registration service system aims to provide more convenience and improve the service for couples wanting children. The administrative procedure will be simplified and an online service will be promoted in order to further serve the public.
