In its 2010 report on the local government’s work this year, Qingdao promises to give a high priority to facilitating the employment of university graduates.
Local government has set the following major targets for this year:
• The urban registered unemployment rate will continue to remain below 4 percent; urban and rural employment will be 10 thousand.
• Expand employment opportunities through public investment and encourage medium-sized businesses to recruit more university graduates.
• Graduates who take jobs in small or private enterprises in urban and rural areas will receive social security benefits and a number of appropriate subsidies.
• Individuals who start their own businesses or find jobs on their own will be supported by preferential policies concerning taxation, financing and training.
• A new working mechanism for service and job training for the rural labor force will be established and rural migrant workers will be encouraged to work in cities or to start their own businesses in their hometowns.
• A unified standard for the urban and rural human resources market will be established. The urban and rural social security network will also be improved.
