Beijing AIC adopted some measures like handling online complaints, improving complaint mechanism to build up an expresswayfor trademark related complaints. By setting up the “Dynamic Management Platform for Trademark Licensing Businesses” and with the help of “Electronic Supervision System of Trademark Licensing Businesses”, Beijing AIC’s trademark licensing management system became mature and had formed a long-term monitoring mode. Moreover, Beijing AIC continued the program No Counterfeit Trademarks Demo Unit to maintain a favorable order in main commercial circulation channels.
Shanghai AIC has strengthened the market research and unannounced visits. Except conducting surveys in Pudong, Zhabei, Hongkou and other parts of Shanghai, convening symposium for market runners selling garment and small commodities, and even making a special inspection trip to Beijing SilkStreet Market for supervision on small commodities, Shanghai AIC also carried out unannounced visits to 30key commodity markets and 10key commercial areas, and gave timely notices to trademark infringements found in the visits.
Hebei AIC, for regulating its trademark supervision, has promoted “Four Books and the Two Accounts” among its staff. The four books, namely The Proposal for Trademark Registration, The Tips for Trademark Management, The Initiative for Competing for Well-known and Famous Trademarks, and The Admonishment for Minor Illegally Use of Trademarks, and the two Accounts, namely The Recording Account of Registered Trademarks in the Jurisdiction Area and The Journal Account of the Enterprise Trademark Linkman in the Jurisdiction Area, upgraded professionalism of local trademark enforcement staff and enabled trademark supervision and service more standardized, timely and transparent. Chongqing AIC continued to improve long-term supervision mechanism for trademarks in 2009. The AIC carried out a filing system for trademarks in the city’s medium and large shopping malls, a notification system for trademarks in franchised stores, and an on-site examination system to trademarks in various fairs. The AIC also strengthened joint enforcement with the Public Security, Customs, Courts and other departments, established liaison conference mechanism with these departments, making all trademark enforcement and judicial protection departments more effective to protect trademarks. In addition, Chongqing, by completing the West China Trademark Protection Website, set up a trademark safeguarding coordination mechanism with 14 trademark administrations in 12 provinces and municipalities.
The 7th Collaboration Meeting of West-China Trademark Administrative Protection & The Trademark Strategy Forum” hosted by Xinjiang AIC further strengthened the region’s cooperation with other western provinces and regions in trademark business, consolidated and improved the cooperative mechanism of combating and punishing inter-provincial trademark infringement and counterfeit, advanced AICs’ trademark administration and enterprises’ trademark management of in the area.
June 2009, the 7th Western China Trademark coordinative Administrative Protection Meeting and Enterprise Strategy Forum was held in Xinjiang. Liaoning AIC, after a complete survey, setup a database for all enterprises striving for well-known trademarks, and formulated a report how to implement well-known trademark strategy to support enterprises.
To the problems and experience it found during their survey, the AIC noticed to AICs all over the province through internet or telephone meeting.
Tibet AIC, according to Tibet Interim Provision on Famous Trademark Determination and Administration, started determination of first group of Tibet famous trademark renewal. The determination consisted of five phrases, duty division, motivation, publicity, organizing and guidance as well as submitting application documents. The renewal finally approved 10 Tibetan famous trademarks, such as “Ganlu (Manna) and its graph” from Tibetan Medicine Factory, and terminated the qualification of famous trademark for “Zangxiang and its graph”.
The government of Tibet Autonomous Region awarded the enterprises with recognized well-known trademarks in April 2009.
