Man detained for stealing official document

XI'AN -- A man has been detained for allegedly stealing an official document in northwest China's Shaanxi Province, local authorities said on Saturday.
According to Hancheng City public security bureau, Xue Baisheng, from Xijia village in Xizhuang Township, is accused of stealing an official report from the civil affairs bureau on Friday morning, with seven other people.
The report was authored by the city's politics and law committee for the city's Communist Party of China committee. It was on the delay of the election in Xijia village.
It is alleged Xue took the report to the city's Party committee to vent his grievances. He was detained at the committee office on charges of disrupting public order.
