Russia's UN Ambassador Vitaly Churkin said that the draft's introduction was "a premature move" because French Foreign Minister Bernard Kouchner is going to visit Moscow Tuesday and elements already agreed by French President Nicolas Sarkozy and his Russian counterpart Dmitri Medvedev are not included in the text.

Besides, the draft also lacks "a number of serious matters of principle," including a "principled qualification of what has happened in South Ossetia."

"I cannot see us accepting this French draft," Churkin said.

Georgian UN ambassador Irakli Alasania said that Russia has launched a "full military invasion of Georgia" and that the Security Council has to take action.

To prove its own "credibility," the Security Council should pass the draft resolution proposed by France, Alasania said.
