The investment of the plants will reach 116 billion reais ($64.4 billion), said government sources.
Ten out of the 54 plants will be of platform type, similar to the oil platforms at sea. They will be stationed in the Amazon region to reduce environmental impact during their operation.
The second phase of the PAC will cost 1.59 trillion reais ($883.3 billion) in sanitation, housing, energy, water distribution, public security and transportation.
Some 1.09 trillion reais ($605.5 billion) will go to energy projects.
