Can penalties help rein in traffic offenders?

I noticed a few changes, with crosswalks relocated and flower pots blocking some areas. More traffic monitors during peak hours blowing whistles at offenders during rush hours. Even cars seemed more responsive to stopping for pedestrians, somewhat.

Still, cross at your own risk!
