China's cabinet publishes revised working rules

BEIJING - The State Council, China's cabinet, has publicized its newly revised regulations to guide its work.
The 64-article document covers general principles, employee responsibilities, practice of administrative functions, law-based administration, scientific and democratic decision-making, promoting transparency in government affairs, improvement of supervisory systems, upholding integrity, the meeting system, examination and approval of government documents, as well as discipline and work styles.
The revised regulations were created by the new cabinet, unveiled during the first session of the 13th National People's Congress in March, in accordance with the Constitution of the People's Republic of China and the organic law of the State Council.
Detailing the guiding theories of the government, the regulations provide that the State Council should "uphold and strengthen overall Party leadership, strictly observe the Constitution and law, fully and correctly fulfill government functions, and establish an innovative, clean and service-oriented government based on the rule of law."
