Should cellphones be allowed in classrooms?

The classroom is not entertainment, but a place of learning and self discipline.

At home repeated use of a mobile in a university class can result in exclusion from the class and therefore failure of the entire year:

First mobile use offence - fine of 50 euros

Second mobile use offence - fine of 200 euros

Third mobile use offence - exclusion from class (and therefore failure of the entire year)
