社保黑名单 (shèbǎo hēimíngdān): Social insurance black list

The Ministry of Human Resources and Social Security and the Ministry of Housing and Urban-Rural Development have separately issued draft regulations on establishing a social insurance black list for dishonest conduct.
Some enterprises refuse to pay social insurance including pension insurance, medical insurance and unemployment insurance for their workers in order to save costs, which violates the rights of employees. According to the documents, in the future individuals and enterprises who engage in such dishonest conducts in the social insurance field may be listed on the black list and face punishment.
If an enterprise does not pay the social insurance of its employees, undermines the right of their employees to social insurance or has other misconduct in social insurance field, the senior managers of the enterprise will be punished according to the actual situation. Meanwhile, enterprises with poor credit in social insurance field will be restricted in terms of administrative licensing, bid and tender and enjoying favorable policies.
Paying social insurance for the employees is a basic obligation for enterprises. The black list will increase the cost of not fulfilling this obligation and help to effectively guarantee social fairness and justice. It will not only safeguard the rights and interests of workers, but also promote the construction of a social credit system.
