Is it right to ban dogs from walking during daytime?

Editor's note: Starting from Nov 15, Hangzhou has banned dog owners from walking their animals during the daytime (7:00 am to 7:00 pm). According to the city's urban administration authorities, dogs are also prohibited from entering public spaces such as markets, parks and green spaces and dog excrement must be promptly removed. Violators of the rules could face fines from 200 to 400 yuan. Forum readers share their opinions.

Extreme measures. Dogs should always be on a leash outside because they are likely to attack people or cause inconvenience to others. But banning dogs from walking during daytime is absurd and doesn't make sense at all. The local government could not come up with a better solution?
