Hainan to restrict nonlocal cars

Hainan announced new measures to control the number of cars to ease traffic and reduce pollution, Chinanews.com reported on Thursday.

According to a draft jointly issued by the public security department, transportation department and ecology and environment department at the provincial level, cars without Hainan licenses can only be driven in the city for no more than 120 days a year.

If the vehicle is not driven in the city then it will not count in the maximum allowed days.

Those who exceed the limit will be fined 100 yuan and have three points deducted from their driving license per day.

As per the draft, cars with non-Hainan licenses will be recorded online through an automatic management system and registered car owners can check how many days they have used through the official websites or WeChat accounts of local traffic management departments.

The new regulation, to come into effect on Aug 1, will also exclude categories including electric vehicles, special purpose vehicles, ambulances and fire trucks.
