Liu Cigui, Secretary of the CPC Hainan Provincial Committee, encouraged cadres who have served a one-year post in the island province to continue promoting the province and serve as liaison officers for Hainan's strengthening of reform and opening-up after they leave, said a report from Hainan Daily on Wednesday.

The Hainan Party chief made the request at a symposium with the cadres on July 2.

Sent by the Organization Department of the CPC Central Committee to support Hainan province, the first group of cadres from State ministries and commissions, as well as other provinces and pilot free trade zones, began their one-year assignment in the island province last July.

Liu Cigui shook hands with the cadres, listened carefully to their speeches, and recognized everyone's hard work. He said that during their work in Hainan, all cadres worked diligently, and brought a positive attitude, effective techniques, and useful experiences from State ministries and commissions, as well as developed provinces and cities, to Hainan. More than 70 reform achievements that they helped with over the past year have made it into the database of institutional innovation cases for the construction of the Hainan Pilot Free Trade Zone. The cadres have promoted the implementation of a number of major reform projects and played an important role in reform and innovation. They also helped improve communication and took the lead in strengthening reform and opening-up.

Liu said all these achievements reflect the high importance attached by the Organization Department of the CPC Central Committee to Hainan's cadres' team construction. They also reflect the strong political consciousness of relevant ministries, provinces and municipalities in resolutely implementing the spirit of President Xi Jinping's important speech made on April 13 at a gathering celebrating the 30th anniversary of the founding of Hainan province and the Hainan Special Economic Zone. Liu added the achievements have contributed to the stable and smooth growth of the Hainan Free Trade Zone.

Liu emphasized that participating in the construction of the Hainan Pilot Free Trade Zone and Free Trade Port with Chinese characteristics is a great opportunity and fulfilling experience. He hoped that all the cadres, whether staying in Hainan or leaving, would continue to care for Hainan's strengthening of reform and opening-up.

The Hainan Party chief expects the cadres to promote Hainan by spreading news of the successful construction of the Hainan Pilot Free Trade Zone and Free Trade Port, as well as the business and entrepreneurship environment in Hainan. He expects them to be good liaisons for Hainan by establishing a long-term communication mechanism and working to build bridges between Hainan and their own local governments or government institutions. He wants them to continue to help promote Hainan's strengthening of reform and opening-up, and help serve major national strategies by increasing the support of their local governments and government institutions for the construction of the Hainan Pilot Free Zone and Free Trade Port.

"After working in Hainan, you have become comrades of the province," Liu said, adding that the second group of cadres will come to Hainan soon.

He said Hainan will work to improve the situation for cadres temporarily serving in the province, strive to strengthen standards and services for cadres working, studying and living in Hainan, and offer them a comfortable environment.

Hu Guanghui, member and secretary general of the Standing Committee of the CPC Hainan Provincial Committee, attended the symposium, which was presided over by Peng Jinhui, member of the Standing Committee of the CPC Hainan Provincial Committee and the Organization Department of the CPC Hainan Provincial Committee.

Representatives of the cadres, including Wang Lei, Tao Hongjian, and Xu Xiaohong, delivered speeches at the symposium.
