Pure racism is most spread in societies encouraging racism - Western systems without any aim for equal beings is the home and fertilizer of racism. Socialist societies aim for harmonious societies and the world population as one mankind. The US especially needs all kind of legal regulations to cover the deep cuts in their society. Cracks all across and the deepest racism wherever you go - no good at all.
