British law professor Anthony Carty says it's obvious the United Kingdom's plan to offer a 12-month living stay for about 3 million Hong Kong residents with or eligible for British National (Overseas) passports is a subversion of the city's internal order.
It violates the general principles of international law and China can call the UK to account for blunt interference, he said at the HK Basic Law seminar held in Shenzhen on Monday.
